This year is special for China. A hundred years ago in 1921, the Chinese Communist Party was founded, starting an epic century of great endeavour and a unique success story. Many friends asked me what is the secret of CPC’s success. The recent Sixth Plenary Session of the 19th Central Committee of the Communist Party of China gave the most authoritative answer.
The Sixth Plenary is an important meeting held at the important moment of the CPC's centenary, when China has fulfilled the first centenary goal of building a moderately prosperous society in all respects and is moving on toward the goal of building China into a great modern socialist country in all respects. The most important outcome of the Plenary is the adoption of the Resolution on the Major Achievements and Historical Experience of the Party over the Past Century, which reveals why the CPC was successful in the past and how it can continue to succeed in the future.
Always serve the people wholeheartedly. Since its founding in 1921, the CPC has made seeking happiness for the Chinese people and rejuvenation for the Chinese nation its mission, always putting the people first. Meeting the people's expectation for a better life is the goal of the CPC. One hundred years ago, China was bullied and divided, and the peopel lived in dire poverty. Today, China has become the world's second largest economy, with a per capita GDP of over US$10,000, and has a middle-income group of over 400 million people, the biggest in the world. The Chinese people have become the masters of the country. They enjoy more tangible fruits of development and are moving toward the goal of common prosperity.
Always follow an independent path. A country's affairs must be managed according to its own realities and characteristics, and must be decided and run by its people themselves. The CPC has led the Chinese people to explore and find the right path of socialism with Chinese characteristics, which suits the realities of China. Taking its roots in the Chinese society and drawing experience from the development of democratic politics in China, the CPC conducts whole-process people's democracy, which includes electoral democracy, consultative democracy, social democracy, primary-level democracy, citizen democracy, and all other elements of democratic politics. The satisfaction and support rates of the Chinese government among the more than 1.4 billion Chinese people have been over 95 percent for years, which proves that China's democratic system reflects the will of the people, conforms to China's national conditions, and is supported by the people.
Always committed to firm convictions and self-reform. Over the past hundred years, the CPC has grown from a small party with just over 50 members into the largest governing party in the world, with more than 95 million members and also a party of major international standing. The CPC has emerged from one hundred years of vicissitudes with even greater vitality. The secret to all this lies in the Party’s commitment to using the scientific theories from adapting Marxism to the Chinese context to guide practice, staying true to its founding mission, upholding truth and righting errors. It means the Party constantly improves and transcends itself. The CPC has fully developed intra-Party democracy, by observing the system of collective leadership, strengthening checks and scrutiny over the exercise of power, and resolutely opposing privileges and corruption. The Party’s governing ability and leadership continue to grow.
Always maintain a global vision and contributes to the world. The CPC is a political party that seeks happiness for the Chinese people and also progress for humanity. It has always pursued the shared human values of peace, development, fairness, justice, democracy and freedom. It has championed internationalism and promoted the building of a human community with a shared future, and has opened up a new path of common development featuring equal consultation, win-win cooperation, joint contribution and shared benefit. China is firmly committed to the road of peaceful development. While it strives to realize its own development, China contributes to world peace and common development. It is the main stabilizing force and powerhouse of the world economy and contributes more than 70 percent to global poverty reduction. China’s all-round opening up creates more opportunities for all countries to share the benefits of China’s development.
History is the best textbook. To learn from history serves to create a better future. Standing at the new historical start of the centenary, the CPC and the Chinese people have embarked on a new journey of fully building a modern socialist country. China's new development will provide new opportunities, inject new impetus and make new contributions to the world.
China and Papua New Guinea are good friends and partners. As Chinese President Xi Jinping pointed out during his phone call with Prime Minister James Marape in October, since the establishment of diplomatic relations between China and PNG 45 years ago, the two sides have always treated each other equally and with respect, and supported each other on issues involving the respective core interests and major concerns. Our two countries have worked together to maintain peace and stability in the region, and promote regional development and prosperity. The relationship between China and PNG has become a role model of peaceful coexistence and win-win cooperation among countries of different sizes and different social systems. This is the most important historical experience in the development of China-PNG relations, which will guide us to new success.
Looking into the future, the prospects for friendly cooperation between China and PNG are even broader. I have often exchanged views with PNG friends from various sectors, and we all agree that China and PNG have a solid foundation of friendship, obvious advantages of complementarity and great potential for cooperation. China will continue to provide support within its capacity to PNG in fighting the COVID-19, developing economy and improving people's livelihood. We will expand practical cooperation in the fields such as trade and investment, energy and mining, infrastructure, agriculture, forestry and fishery, and development of special economic zones. We will enhance the synergy between the Belt and Road Initiative and the Connect PNG Infrastructure Development Program. China will work with PNG to implement more livelihood projects, so that China-PNG cooperation will bring more tangible benefits to the local people. Let's work together more closely for a brighter future for China, PNG and our two peoples, and make greater contributions to the peace and development of the world.
